MULTISINTESIS EKSISTENSIAL, TERHADAP TATA KELOLA NEGARA DAN REPOSISI KESEJAHTERAAN PUBLIK

ABSTRACT
Modern state governance often equates digitalization and bureaucratic rationalization with the achievement of public welfare. However, the excessive integration of surveillance technologies and administrative rationality may undermine citizens' freedom, participation, and human dignity. This article aims to synthesize the philosophical perspectives of George Orwell, Franz Kafka, and Albert Camus to examine the pathologies of contemporary public governance. The novelty of this study lies in developing a conceptual synthesis that integrates the ideas of Orwell, Kafka, and Camus into a new analytical framework for critically examining technology-driven public governance. This study employs a qualitative method using a critical hermeneutic approach and conceptual analysis through the stages of identifying, interpreting, comparing, and synthesizing the major works of the three thinkers alongside relevant scholarly literature. The findings reveal that public welfare cannot be adequately measured solely by bureaucratic efficiency and technological advancement but must also encompass human freedom, agency, and social solidarity. The study further produces a conceptual synthesis demonstrating that Orwell's critique of surveillance, Kafka's analysis of impersonal bureaucracy, and Camus' notion of existential rebellion collectively provide a new perspective for understanding the challenges of modern public governance. These findings contribute to the theoretical development of public administration and political philosophy by offering a more human-centered framework for evaluating technology-based governance.
ABSTRAK
Tata kelola negara modern kerap menjadikan digitalisasi dan birokrasi sebagai indikator utama pencapaian kesejahteraan publik. Namun, integrasi teknologi pengawasan dan rasionalitas administratif yang berlebihan berpotensi mengurangi kebebasan, partisipasi, dan martabat warga negara. Artikel ini bertujuan untuk mensintesis pemikiran George Orwell, Franz Kafka, dan Albert Camus dalam mengkaji patologi tata kelola negara kontemporer. Kebaruan penelitian ini terletak pada pengembangan sintesis konseptual yang mengintegrasikan perspektif Orwell, Kafka, dan Camus sebagai kerangka analitis untuk mengkritisi tata kelola publik berbasis teknologi. Penelitian menggunakan metode kualitatif dengan pendekatan hermeneutika kritis dan analisis konseptual melalui identifikasi, interpretasi, komparasi, dan sintesis terhadap karya utama ketiga tokoh serta literatur pendukung. Hasil penelitian menunjukkan bahwa kesejahteraan publik tidak cukup diukur melalui efisiensi birokrasi dan teknologi, tetapi juga harus mempertimbangkan kebebasan, agensi manusia, dan solidaritas sosial. Penelitian ini menghasilkan sintesis konseptual yang memperlihatkan keterkaitan kritik Orwell terhadap pengawasan, analisis Kafka tentang birokrasi impersonal, dan gagasan Camus mengenai pemberontakan eksistensial sebagai perspektif baru dalam memahami tata kelola publik modern. Temuan ini memperkaya kajian administrasi publik dan filsafat politik dengan menawarkan kerangka evaluasi yang lebih humanis terhadap praktik pemerintahan berbasis teknologi.
