KOLABORASI ANTARA PEMERINTAH KALURAHAN TEPUS DAN DINAS PARIWISATA DALAM MENCAPAI INDIKATOR KINERJA UTAMA SEKTOR PARIWISATA

This study examines the collaboration between the Government of Tepus Village and the Tourism Office of Gunungkidul Regency in achieving the Key Performance Indicators (KPIs) of the tourism sector, particularly related to the increase in tourist visits and tourist spending. This collaboration is reflected in two main areas: the management of the Tourism Retribution Collection Point (TPR) and the development of Tepus Tourism Village. Through a revenue-sharing mechanism on the retribution, Tepus Village plays an active role in managing the retribution post, which operates 24 hours a day, contributing to the increase in the village’s local revenue and creating economic opportunities for the local community. Additionally, the Tourism Office supports the development of Tepus Tourism Village by providing infrastructure facilitation, training, and promotion to expand its tourist attraction. This research uses a qualitative approach with a case study method to analyze the collaboration process between the two parties based on the concept of collaborative governance, which includes face-to-face dialogue, trust building, commitment to the process, and shared understanding. The results show that this collaboration focuses not only on increasing tourist visits but also on providing positive impacts on the improvement of local community welfare through increased income and business opportunities. This collaboration also serves as a model for community-based tourism management that is inclusive, efficient, and sustainable. It is hoped that the findings of this study can serve as a reference for the development of the tourism sector in other regions with similar potential.
ABSTRAK
Penelitian ini mengkaji kolaborasi antara Pemerintah Kalurahan Tepus dan Dinas Pariwisata Kabupaten Gunungkidul dalam upaya pencapaian Indikator Kinerja Utama (IKU) sektor pariwisata, khususnya terkait dengan peningkatan kunjungan wisatawan dan belanja wisatawan. Kolaborasi ini tercermin dalam dua bentuk utama: pengelolaan Tempat Penarikan Retribusi (TPR) dan pengembangan Desa Wisata Tepus. Melalui mekanisme bagi hasil pada retribusi, Kalurahan Tepus berperan aktif dalam pengelolaan pos retribusi yang beroperasi selama 24 jam, yang berkontribusi pada peningkatan pendapatan asli kalurahan dan menciptakan peluang ekonomi bagi masyarakat lokal. Selain itu, Dinas Pariwisata turut mendukung pengembangan Desa Wisata Tepus dengan memberikan fasilitasi infrastruktur, pelatihan, dan promosi guna memperluas daya tarik wisata. Penelitian ini menggunakan pendekatan kualitatif dengan metode studi kasus untuk menganalisis proses kolaborasi antara kedua pihak berdasarkan konsep collaborative governance yang mencakup dialog tatap muka, pembangunan kepercayaan, komitmen terhadap proses, dan pemahaman bersama. Hasil penelitian menunjukkan bahwa kolaborasi ini tidak hanya berfokus pada peningkatan angka kunjungan wisatawan, tetapi juga memberikan dampak positif terhadap peningkatan kesejahteraan masyarakat setempat melalui peningkatan pendapatan dan peluang usaha. Kolaborasi ini juga menjadi model pengelolaan pariwisata berbasis masyarakat yang inklusif, efisien, dan berkelanjutan. Diharapkan temuan penelitian ini dapat menjadi referensi untuk pengembangan sektor pariwisata di daerah lain dengan potensi serupa.
