Abstract

The increasing use of electronic cigarettes (vapes), particularly among emerging adults, has become an important public health concern, making vaping cessation a priority for health promotion efforts. The development of interventions based on the Theory of Planned Behavior (TPB) requires the identification of salient beliefs underlying individuals' intentions to quit vaping. This study aimed to identify salient behavioral beliefs, normative beliefs, and control beliefs as the basis for developing a TPB instrument to assess vaping cessation intentions among Indonesian emerging adults. A descriptive study with a qualitative approach was conducted using the elicitation procedure recommended by Ajzen. Thirty active vape users aged 18–29 years were recruited through purposive sampling. Data were collected using an open-ended questionnaire exploring perceived advantages, disadvantages, social influences, and facilitating and inhibiting factors related to quitting vaping. Data were analyzed using content analysis and summarized based on the frequency of each salient belief. The findings revealed that health improvement and financial savings were the most prominent behavioral beliefs, family and romantic partners were the primary sources of normative support, while nicotine dependence, habitual vaping, and supportive social environments were perceived as the main control barriers to vaping cessation. These findings provide an empirical basis for developing a culturally relevant TPB instrument and may inform future educational programs and vaping cessation interventions targeting Indonesian emerging adults.
