PENGARUH KNOWLEDGE MANAGEMENT TERHADAP KINERJA BLUD PUSKESMAS DENGAN PENDEKATAN BALANCED SCORECARD (BSC)

This study aims to analyze the effect of knowledge management on the performance of BLUD community health centers (Puskesmas) using the Balanced Scorecard (BSC) approach, covering financial, customer, internal business process, and learning and growth perspectives. This research employed a quantitative approach using Structural Equation Modeling with Partial Least Squares (SEM-PLS). The sample consisted of 40 respondents, including healthcare personnel and managerial staff at BLUD Puskesmas in Ternate City, selected through purposive sampling. The results indicate that knowledge management has a positive and significant effect on organizational performance, with a path coefficient of 0.987 and a significance level of p < 0.05, demonstrating a strong contribution to performance improvement. Effective implementation of knowledge management enhances operational efficiency, service quality, and organizational adaptability. Furthermore, the BSC approach provides a comprehensive and integrated framework for evaluating both financial and non-financial performance. The findings imply that strengthening knowledge management practices, particularly in fostering knowledge-sharing culture and optimizing information technology, is essential for improving healthcare service performance. Theoretically, this study contributes to the development of knowledge management literature in the public health sector.
ABSTRAK
Penelitian ini bertujuan untuk menganalisis pengaruh knowledge management terhadap kinerja BLUD Puskesmas menggunakan pendekatan Balanced Scorecard (BSC) yang mencakup perspektif keuangan, pelanggan, proses bisnis internal, serta pembelajaran dan pertumbuhan. Penelitian ini menggunakan pendekatan kuantitatif dengan metode Structural Equation Modeling berbasis Partial Least Square (SEM-PLS). Sampel penelitian berjumlah 40 responden yang merupakan tenaga kesehatan dan staf manajerial di BLUD Puskesmas Kota Ternate, yang dipilih menggunakan teknik purposive sampling. Hasil analisis menunjukkan bahwa knowledge management berpengaruh positif dan signifikan terhadap kinerja organisasi dengan nilai koefisien sebesar 0,987 dan nilai signifikansi p < 0,05, yang mengindikasikan bahwa peningkatan pengelolaan pengetahuan berkontribusi secara kuat terhadap peningkatan kinerja Puskesmas. Implementasi knowledge management terbukti mampu meningkatkan efisiensi operasional, kualitas layanan, serta kapasitas adaptasi organisasi terhadap perubahan lingkungan. Selain itu, pendekatan BSC memberikan gambaran kinerja yang lebih komprehensif dengan mengintegrasikan aspek finansial dan nonfinansial. Implikasi penelitian ini menunjukkan bahwa penguatan sistem knowledge management, terutama dalam pengembangan budaya berbagi pengetahuan dan pemanfaatan teknologi informasi, menjadi strategi penting dalam meningkatkan kinerja layanan kesehatan. Secara teoretis, penelitian ini memperkaya kajian manajemen pengetahuan di sektor publik, khususnya layanan kesehatan berbasis BLUD.
