TANTANGAN PARTISIPASI KEWARGANEGARAAN DIGITAL MAHASISWA PENDIDIKAN PANCASILA DAN KEWARGANEGARAAN: STUDI KUALITATIF

The rapid advancement of information and communication technology has shifted social dynamics into digital spaces, establishing digital citizenship as an essential pillar for sustaining a healthy democracy. However, students' high intensity of online engagement is rarely matched by substantive, critical, and ethical participation. This study aims to analyze the forms of digital citizenship participation among students of the Civic Education Study Program (PPKn) and to identify the challenges they encounter in realizing responsible digital engagement. A qualitative approach with a case study design was employed. Data were gathered through in-depth interviews, participant observations, and documentation involving 6 PPKn students as primary informants and 1 PPKn lecturer as a supporting informant, selected via purposive sampling. Data credibility was established through technique and source triangulation, while data analysis followed an interactive model encompassing data reduction, data display, and conclusion drawing. The findings reveal that while students actively utilize digital platforms to access civic information and monitor national issues, their engagement is heavily constrained by digital passivism, misinformation exposure, weak data verification habits, fear of legal repercussions, and polarized social media echo chambers. The study concludes that reforming Civic Education toward digital advocacy and Pancasila-grounded digital ethics is imperative to develop active, critical, and responsible digital citizens.
ABSTRAK
Transformasi teknologi informasi dan komunikasi telah menggeser dinamika interaksi sosial ke ruang siber, menempatkan kewarganegaraan digital sebagai pilar esensial dalam menjaga keberlangsungan demokrasi yang sehat. Namun, tingginya intensitas aktivitas digital mahasiswa sering kali belum diimbangi dengan partisipasi yang substantif, kritis, dan beretika. Penelitian ini bertujuan untuk menganalisis bentuk partisipasi kewarganegaraan digital mahasiswa Program Studi Pendidikan Pancasila dan Kewarganegaraan (PPKn) serta mengidentifikasi tantangan yang dihadapi dalam mewujudkan partisipasi digital yang bertanggung jawab. Penelitian menggunakan pendekatan kualitatif dengan desain studi kasus. Data dikumpulkan melalui wawancara mendalam, observasi, dan dokumentasi terhadap 6 orang mahasiswa PPKn sebagai informan utama serta 1 orang dosen PPKn sebagai informan pendukung yang dipilih secara purposive sampling. Keabsahan data diuji melalui triangulasi teknik dan sumber, sedangkan analisis data dilakukan menggunakan model interaktif yang meliputi reduksi data, penyajian data, dan penarikan kesimpulan. Hasil penelitian menunjukkan bahwa mahasiswa telah memanfaatkan berbagai platform digital untuk mengakses informasi, berdiskusi, dan mengikuti isu-isu kebangsaan. Namun, partisipasi tersebut didominasi oleh fenomena digital passivism serta menghadapi tantangan nyata berupa paparan disinformasi, rendahnya verifikasi data, kekhawatiran terhadap sanksi hukum (UU ITE), dan polarisasi media sosial. Disimpulkan bahwa penguatan Pendidikan Kewarganegaraan berbasis advokasi digital dan etika Pancasila sangat mendesak untuk membentuk warga negara digital yang aktif, kritis, dan berintegritas.
