Abstract

ABSTRACT

Digital transformation in government bureaucracy has changed the working patterns of Aparatur Sipil Negara (ASN), particularly among the millennial generation, who play a strategic role in managing public services and digital systems. These changes have created challenges, including high workloads, cross-team assignments, increasing demands for technological adaptation, and role conflicts that may affect work-life balance. This study aimed to explore the work-life balance experiences of millennial ASN at the Pusat Data dan Sistem Informasi (PDSI), Ministry of Trade of the Republic of Indonesia. The study employed a qualitative approach with a phenomenological design. Four millennial ASN serving as functional team members were purposively selected as participants, consisting of two married and two unmarried employees. Data were collected through semi-structured in-depth interviews and observations and were analyzed using Braun and Clarke's thematic analysis. The findings revealed that workload distribution was the most dominant factor influencing work-life balance, particularly due to cross-team assignments, limited human resources, scheduling conflicts, and unequal task allocation. In addition, organizational culture, organizational support, the utilization of digital technology, and role conflict also shaped employees' experiences of balancing work and personal life. These findings indicate that the work-life balance of millennial ASN in a digital bureaucracy is influenced more by work governance and organizational support than by individuals' time-management abilities.

Transformasi digital dalam birokrasi pemerintah telah mengubah pola kerja Aparatur Sipil Negara (ASN), khususnya generasi milenial yang berperan dalam pengelolaan layanan dan sistem digital. Perubahan ini memunculkan tantangan berupa beban kerja yang tinggi, penugasan lintas tim, tuntutan adaptasi teknologi, dan konflik peran yang berpotensi memengaruhi work-life balance. Penelitian ini bertujuan memahami pengalaman work-life balance ASN milenial di Pusat Data dan Sistem Informasi (PDSI) Kementerian Perdagangan. Penelitian menggunakan pendekatan kualitatif dengan desain fenomenologi. Empat ASN milenial level anggota tim pejabat fungsional dipilih secara purposive, terdiri atas dua informan yang telah menikah dan dua informan yang belum menikah. Data dikumpulkan melalui wawancara mendalam semi-structured dan observasi, kemudian dianalisis menggunakan analisis tematik Braun dan Clarke. Hasil penelitian menunjukkan bahwa distribusi beban kerja merupakan faktor yang paling dominan dalam memengaruhi work-life balance, terutama akibat penugasan lintas tim, keterbatasan sumber daya manusia, konflik jadwal, dan ketimpangan alokasi tugas. Budaya kerja, dukungan organisasi, pemanfaatan teknologi digital, dan konflik peran turut membentuk pengalaman keseimbangan kehidupan kerja. Temuan ini menunjukkan bahwa work-life balance ASN milenial di unit birokrasi digital lebih ditentukan oleh tata kelola kerja dan dukungan organisasi dibandingkan kemampuan individu dalam mengatur waktu.
