ABSTRACT
This community service activity was motivated by the increasing poverty rate in West Seram Regency, which underscores the need to strengthen the local government's capacity to design measurable and sustainable poverty reduction policies. The main objective of the program was to enhance the competencies of local government officials and stakeholders in understanding and implementing monitoring and evaluation mechanisms in developing the Regional Poverty Reduction Plan Document (RPKD). The activity was carried out through a participatory approach involving socialization, training, discussions, demonstrations, and the use of social media to broaden information dissemination. The results showed improved technical understanding among participants regarding monev stages, the formulation of an initial draft of the RPKD monev system, and strengthened cross-sectoral coordination in supporting evidence-based policymaking. Furthermore, this activity fostered greater awareness of the importance of evidence-based evaluation as a foundation for refining regional poverty reduction strategies. Overall, the program contributes significantly to enhancing local governance capacity in poverty alleviation by promoting a more adaptive, transparent, and results-oriented management framework, serving as an initial step toward more effective and sustainable poverty reduction policies in West Seram Regency.
ABSTRAK
Kegiatan pengabdian masyarakat ini dilatarbelakangi oleh meningkatnya angka kemiskinan di Kabupaten Seram Bagian Barat yang menuntut peningkatan kapasitas pemerintah daerah dalam merancang kebijakan penanggulangan kemiskinan yang terukur dan berkelanjutan. Tujuan utama kegiatan adalah memperkuat kemampuan aparatur serta pemangku kepentingan daerah dalam memahami dan menerapkan mekanisme monitoring dan evaluasi pada penyusunan dokumen Rencana Penanggulangan Kemiskinan Daerah (RPKD). Kegiatan dilaksanakan melalui pendekatan partisipatif yang meliputi sosialisasi, pelatihan, diskusi, demonstrasi, dan pemanfaatan media sosial untuk memperluas jangkauan informasi. Hasil kegiatan menunjukkan peningkatan pemahaman teknis peserta terhadap tahapan monev, terbentuknya rancangan awal sistem monev RPKD, serta terbangunnya koordinasi lintas sektor dalam mendukung kebijakan berbasis data. Selain itu, kegiatan ini berhasil menumbuhkan kesadaran pentingnya evaluasi berbasis bukti sebagai dasar perbaikan strategi penanggulangan kemiskinan daerah. Kegiatan ini memberikan kontribusi nyata bagi pemerintah daerah dalam memperkuat tata kelola penanggulangan kemiskinan yang lebih adaptif, transparan, dan berorientasi pada hasil, sekaligus menjadi langkah awal menuju efektivitas kebijakan pengurangan kemiskinan secara berkelanjutan di Kabupaten Seram Bagian Barat.
