PENINGKATAN EFEKTIVITAS RISET KEBIJAKAN MELALUI PENGUASAAN DATA DAN KETERAMPILAN MENULIS DENGAN DUKUNGAN PERANGKAT LUNAK NVIVO

The effectiveness of policy research is largely determined by the researcher's ability to systematically manage data to produce evidence-based recommendations. The main challenge often lies in processing complex qualitative data and presenting it in a coherent narrative. This article discusses how mastery of qualitative data analysis skills and scientific writing skills, when integrated with the use of NVivo software, can improve the quality, accuracy, and speed of policy formulation. This study uses a descriptive-qualitative method through literature studies and simulations of the use of NVivo in policy research scenarios. The results of the discussion show that NVivo significantly helps the process of coding, classifying, visualizing, and triangulating data, which has a direct impact on increasing the accuracy of analysis and work efficiency. On the other hand, scientific writing skills play a crucial role in compiling policy narratives that are communicative, persuasive, and acceptable to stakeholders. Thus, it can be concluded that the synergy between data mastery, writing skills, and the use of analytical technology such as NVivo is an effective fundamental strategy to support policy research that has a real and applicable impact.
ABSTRAK
Efektivitas riset kebijakan sangat ditentukan oleh kemampuan peneliti dalam mengelola data secara sistematis untuk menghasilkan rekomendasi berbasis bukti. Tantangan utama sering kali terletak pada pengolahan data kualitatif yang kompleks dan penyajiannya dalam narasi yang koheren. Artikel ini membahas bagaimana penguasaan keterampilan analisis data kualitatif dan kemampuan menulis ilmiah, jika diintegrasikan dengan pemanfaatan perangkat lunak NVivo, dapat meningkatkan kualitas, ketepatan, dan kecepatan penyusunan kebijakan. Penelitian ini menggunakan metode deskriptif-kualitatif melalui studi literatur dan simulasi penggunaan NVivo dalam skenario riset kebijakan. Hasil pembahasan menunjukkan bahwa NVivo secara signifikan membantu proses pengkodean, klasifikasi, visualisasi, hingga triangulasi data, yang berdampak langsung pada peningkatan akurasi analisis dan efisiensi kerja. Di sisi lain, keterampilan menulis ilmiah berperan krusial dalam menyusun narasi kebijakan yang komunikatif, persuasif, dan dapat diterima oleh pemangku kepentingan. Dengan demikian, dapat disimpulkan bahwa sinergi antara penguasaan data, kemahiran menulis, dan pemanfaatan teknologi analisis seperti NVivo merupakan strategi fundamental yang efektif untuk mendukung riset kebijakan yang berdampak nyata dan aplikatif.
